This kit will lower your 1997-2011 Harley-Davidson FL (Except 2002-2011 FLHRC) 1†leaving adequate room for stock tire to fender clearance and is designed to retain the use of the stock rubber shock boot. The product makes the motorcycle much easier to get off the side stand and gives more rider control over the motorcycle with its lower center of gravity. Easy to install in approximately 30 minutes with common tools and includes instructions and hardware. CNC machined from billet steel with a black finish. Sold in pairs. Saddlebag modifications are necessary for installation on 2002-2011 FLHRC models. When installing on a Road King with leather bags, the top of the bag must be spaced out 1†and the bottom of the bag must be spaced out 1.75†The top can easily be spaced using washers between the mounts and frame. On the bottom you must remove the rivets from the bag mounts and move them out 1.75â€, drill new holes, and re-rivet them on.

These were used for 3 months. Now that I have air ride, I really have no use for these.

It was that way, the problem is that when they are on and I am riding two up, I have to have the shocks setup so stiff to keep from hitting the fender. I have a 18" rear wheel, maybe my overall tire diameter is larger than some??

That's a thought right there. Otherwise, I see your problem.
